Business Analyst—Accela Implementation
The Business Analyst (BA) role handles eliciting and documenting business requirements, to-be processes, and detailed functional specifications using various standard and adaptive processes for Accela implementation projects. This individual is accountable for business analysis, workflow design and documentation, and configuration. The Business Analyst works with the clients and Accela/Partner project management team to ensure that the business analysis and system configuration activities meet customers’ business requirements.

The Business Analyst will be adept at understanding each client’s organization, business processes, application environment, culture, and requirements. The Business Analyst will also apply knowledge of best practices in government agencies’ business processes. Keys to success include the ability to build and manage client relationships, the capacity to build functional and technical knowledge of Accela software, and the aptitude to become a trusted advisor in the government domain.
The ideal candidate will be a quick learner, with an open-mind, who keenly adapts to a client’s business processes. The candidate possesses excellent communication, business analysis skills, and best practices.

At SEP Technology Consulting, LLC, Accela Implementation is part of a growing practice, which specializes in the implementation of Accela operating at various client sites in the United States and Canada. As part of our strong growth emphasis on this practice, we are searching for functional experts and thought leaders to help standardize implementation processes, as well as to work on client projects. We are looking for keenly inquisitive and open-minded experts in various functional areas of an Accela implementation project.
Responsibilities:
Lead efforts with relevant subject matter experts to collect, map, analyze and document business processes—particularly related to regulatory licensing and enforcement
Oversee gathering of requirement information to aid in configuration of Accela software
Demonstrate consistent, sound, independent decision-making and an aptitude for producing thorough, accurate, and clear documentation of business needs
Review proposed technological solutions and configuration to ensure that they deliver on customers’ needs
Configure Accela software to meet client business requirements
Advise and work closely with the client and the quality assurance team in the development of business use cases and creation of test scripts to be executed during various stages of testing
Analyze and track progress toward key project deliverables
Effectively work within the timelines
Support work effort estimates for business analysis and application configuration
Travel up to 25%
Qualifications:
3+ years of experience for a Consultant and 8+ years of experience for a Senior Consultant in analysis AND configuration of Accela, or related government software solutions, including municipal permitting and licensing is required (please ensure this experience is appropriately outlined on your resume) A demonstrated track record of success.
Knowledge of how state and local governments manage operations, conduct regulatory functions, transact, and manage technology to serve their constituencies and support their workforce.
Ability to facilitate interviews and workshops, process overviews/walk-throughs, and meetings with subject matter experts.
A track record of success in conducting business analysis, documenting requirements and specifications, and updating technical documentation and communication to stakeholders accordingly.
Experience implementing enterprise-level software with a demonstrated track record of success.
An intellectually keen mindset that learns quickly and adapts with agility.
Ability to read and write business requirements and system configuration documents.
An adaptive client services mentality; a keen ability to keep the needs/preferences of the client at the forefront of his or her actions, while recognizing and managing around any inherent shortcomings.
Demonstrated proficiency in presentation and client interaction.
Ability to work with minimal supervision in a fast-paced and dynamic environment.
A willingness to tackle difficult and complex problems.
The drive and work ethic needed to master the knowledge required (e.g. Accela’s software, client’s operations, etc.) to perform work effectively and gain credibility of clients.
Capacity to react quickly to problems as they arise and meet deadlines under pressure.
Track record of creative approaches to analyzing and solving complex problems.
Strong written and verbal communication skills.
Desired Qualifications :
Knowledge of one or more of Accela’s solution domains—business and professional licensing, permitting, asset management, public health and safety, etc. is highly desirable.
Experience working in/consulting to a government licensing or enforcement agency.
Knowledge of business analysis and software development methodology.
Working knowledge of at least one scripting language (e.g. JavaScript, XML, GovXML).
Ability to identify key processes that are repeatable and participate in standard methodology development.
