Mobile World Congress Barcelona is the world’s leading convening event for the mobility sector. With over 100,000 attendees, Mobile World Congress Barcelona attracts many international leaders and political persons. In addition, Mobile World Congress Shanghai and the upcoming Mobile World Congress Americas also have in attendance more and more international leaders and political/governmental attendees. This growth and evolution of the events is increasing the complexity and degree of difficulty in managing all the important nuances involved, which creates the need to now properly address and care for political and governmental attendees during their visit to help ensure our continued convening success.


With the continued and increased strong support of the public sector throughout Barcelona, Catalonia and Spain, Mobile World Congress Barcelona focuses on changing the wireless industry and the global economy, vertical sectors and locally in the educational sector through our many programs. As Government leaders from around the world converge on Barcelona for MWC the increased need to properly communicate with them to ensure they maximize their time as well as their focus during the event, is now of utmost importance. Therefore, the GSMA now requires someone to focus and to properly manage the sensitivities with regards to the protocol aspects to ensure we continue to maintain good and mutually beneficial relations.

The Role:
The Protocol Manager is a role reporting to the CEO of GSMA Ltd and contributing to the evolution and enhancement of Mobile World Congress Barcelona, and on an ad hoc basis for Mobile World Congress Shanghai and the new Mobile World Congress Americas. The position will enhance the GSMA convening events as an attractive and mutually beneficial relationship with government and senior level private executives as they attend MWCB, MWCS and MWCA, specifically representing GSMA Ltd’s political interests in Spain, Catalonia and Barcelona.

The Protocol Manager will create value by providing vision, leadership, strategy and general management skills necessary to grow the local governmental relations with Mobile World Congress Barcelona. This will include development and implementation of a strategic three year plan and beyond.

The Protocol Manager shall work collaboratively with the CEO of GSMA Ltd, the Mobile World Capital Team, the City Hall of Barcelona, the Spanish government, the Regional government and in general all agents in the ecosystem, as well as the GSMA programmes, 4 Years From Now and the Mobile World Congress staff and leadership.

In addition, the position will have the opportunity to expand, on a time available basis, to work on Mobile World Congress Shanghai, Mobile World Congress Americas and Mobile 360 events on protocol needs.

Responsibilities and skills required include but shall not be limited to:
Oversee and manage the development of public / governmental relationships to ensure that MWC Barcelona is viewed as a public necessity for the greater good of the community
Ensure proper protocol relationships are managed and nurtured
Oversee and manage the pre event relationships including those at a local, regional and national governmental levels
Manage the on-site protocol for government and senior attendees for the GSMA including but not limited to the GSMA Ltd CEO, Events General Manager and Event Director
On a time available basis, conduct similar programs for MWC Shanghai, MWC Americas and Mobile 360 convening activities
Manage, develop and grow the local GSMA professional staff, partners and consultants with regard to proper protocol processes
Management and Interpersonal Skills

Have a proven track record and the ability to think creatively and strategically
Have and utilize excellent written, verbal and interpersonal communications skills
Have the interpersonal skills to be articulate, concise, compelling and diplomatic
Have a proven track record of leadership and team building skills
Have a proven track record of consensus building, fostering relationships including those at a senior level
Have a proven technical track record to be able to convey the proper information to government officials regarding GSMA activities in support of MWC Barcelona
Have a proven track record in management of budgets, schedules and results driven programs
Have the ability to achieve common goals and the ability to highly motivate and manage diverse groups and individuals through indirect means and relationships
Have the ability to overcome obstacles to cooperation and to foster harmonious relations with local, regional and national government personnel
Have strong project management skills and the track record of balancing competing priorities, complex situations and tight deadlines
Fluent in spoken and written English, Spanish, Catalan with Chinese desired
Experience

Demonstrable experience in the mobile industry
Knowledge of GSMA structure and Mobile World Congress convening programs, specifically in Barcelona
General, technical or sales experience working in the mobile industry is preferred
Experience working across multiple stakeholders and governments essential
Demonstrated ability to work in ambiguous and/or start-up environment
Demonstrated experience with various software tools including Word, Excel, Office, CRM and Project Management, etc.
A Bachelor’s degree in telecoms or equivalent is preferred.
